  AN ASSESSMENT OF POLICIES AND SERVICES PROVISION TO THE PHYSICALLY CHALLENGED USERS OF SOME SELECTED ACADEMIC LIBRARIES IN EKITI STATE
ABSTRACT
This study was on policies and services provision to the physically challenged users of some selected academic libraries in Ekiti State The study covered the following areas: Disability policy Standard, Policy Guideline for the visually impaired, Example of academic libraries with disability policy, Common features in disabilities Policy around the world, The Physically Challenged (Differently Able) and their information need, Effect of Library building and facilities on the physically challenged, Adaptive Technology for the physically challenged, Library services for the physically challenged and Essential features in developing library services for the physically challenged. The study consist of three research questions. The study adopted case study methodology to assess the opinion of five heads of academic libraries under study which constituted the research population. However, the research question were subjected to descriptive analysis involving tables and percentages. The findings revealed that were no disability policy in most (80%) academic libraries in Ekiti and there were no special resources for the physically challenged users as well. The study also revealed that some library buildings were of multiple storey’s without adequate facilitates for the physically challenge to navigate through the libraries. This finding differs from ALA Disability Policy Principle and Standard for all libraries in the world. The researcher recommended among others that Academic library policy must be redesign to include disability resources and services in conformity with ALA standard, Library management should create a disability liaison office on the ground floor of their multiple story buildings and affiliate such office with any library for the disable across the country for resource sharing and Specially trained library staff to be employed to assist and monitor physically challenged users in the library.

INTRODUCTION
1.0             Background Of The Study
Government has been severally defined in terms of process, an institution or as a field of study, there are concerned with government as a process of or art of governances. Government is not only a field of academic study or an institution of the state; it is also an art of governing (Okoli, 1998).
Government as an institution of the state is made up several components one of which is government itself, as an institution of the estate. A government is divided into three areas namely the legislature (law maker), the executive is responsible for carrying out the laws while the judiciary take charge of interpreting of the law.
There are three levels of government, federal state and local government. The local government area is the last and the third tier of government in any country whether capitalist, socialist or even a mixed economy. The creation of local government was borne out of the desire to bring government and development nearer or closer to grass root among other expected roles of functions.
It is difficult if not impossible for any state to administer successfully all function of government through the central organ of the state. It then means that there must be a local body conversant with local needs and problems
The studies of local government boast of many scholars like M.P. Barbas, Ronald wrath, Oyeleye to mention few.
According to Barbas, some degree of local government characterizes every state in the world and the significant point is not the mere existence of local government, but the degree of such local power. To him, local government means authority to determine and to execute matter within a restricted area inside smaller than the whole state.
According to official handbook of the reforms of local government of 1976 defined local government as: government at the local level exercised through representative council, established by law to exercise specific powers within defined area.
The UNO office for public administration defines local government thus: as a political subdivision of a nation or (in a federal system) state which is constituted by law and has substantial control over local affairs, including the power to impose taxes or exact labour for prescribed purpose.
Development includes distribution issues, no matter how developed a country is, if only small segment of the population benefit, development has not taken place. Although economists have supported this idea of equality, it does not depend upon economic basis in the long run, economic development stimulated by increasing human resources in a country.
1.1                         Statement Of The Problem
The provision of educational facilities is crucial to bringing education to the doorstep of all. The nation’s literacy rate is estimated as 52% (Oyinloye, 2002). This rate is far below the 100% canvassed for in the 1990 Declaration. It has therefore become imperative for government and other stakeholders in the education sector to have first-hand information on the inventory of educational facilities and their distribution in any political region in the country for the sake of ensuring equity and fair-play in the distribution of these facilities. Under Section 18(1) and (3) of the 1999 Constitution of federal republic of Nigeria government is enjoined to provide free and compulsory basic education with a view to ensuring that there are equal and adequate educational opportunities at all levels. It is also necessary to note that the United Nations Millennium Declaration of September 2000 came up with eight (8) Millennium Development Goals (MDGs). The MDG number 2 is set to achieve Universal Primary Education latest for all by the year 2015. The basis for achieving these goals is not mere ensuring the provision of educational facilities alone, but such facilities must be equitably distributed in order to reach out to the hitherto neglected rural population.
This study therefore focuses on the role of educational in the region for two main reasons. Firstly, is the reliability of sources of data on the public schools which are guaranteed than that of the private schools that are dominated by quacks. Secondly, is to provide a policy guide for the state government that places priority attention on education as one of its political agenda. The non-equitable distribution of educational facilities in Akure region has been identified in this study; a region which serves as a mirror of the situations in other regions in the country. Therefore, the study utilized regional planning approach to suggest equitable distribution of educational facilities in the region.


1.2       Objective Of The Study
This research work is borne out of the need to examine the role of local government in educational development especially in Akure Local Government area basically this project focus its attention on.

For this study, the following research questions are formulated.

 1.5             Significance Of The Study
This study is significant in that it exposes the view of the masses on expected role of government educational development especially in Akure local government area. The study equally brings to light the problems and causes of poor development policies or programme of the local government authority.
In addition this study is significant in that it makes suggestion on possible solution and ways of achieving rapid and sustainable educational development area by the local government area.
 1.6           Research  Methodology

The study will employ the use of descriptive statistics. The primary data and secondary source of data would be appropriate means of eliciting information from the respondent in the area of study through the help of the questionnaires. One hundred questionnaires would be designed in respect of getting information for the study, and the method of data analysis would the chi-square. Also, interview would be conducted with groups of students to know the role of education in national development.
1.7             Scope Of The Study
The study frame work will cover the role of education in national development. Since it will be difficult to carried out the study in all the tertiary institutions in Nigeria, Akure Local government was selected to be the study area.
Akure Local Government has significant roles to play in educational development prudent leadership and adequate funding of Akure Local Government Area will not result in rapid development in the area.
That Akure local government has not lived up to expectation and that the effort to improve on the role of government in education area is very low to effectively check the menace.
That effective development in educational area and management is not adequately pursued.
 1.8             Limitation Of The Study
The research limited her investigation to Akure Local Government Are in carrying out this study; the limitation that is imminent and obvious is the non-disclosure of the official secret usually refers as government gazette by the institution visited. Another limitation is the unwilling attitude of respondents particularly students on answering or responding to questionnaires as they usually request for financial inducement. Another limitation to the study is the indisposition of respondents to the interview and discussion.
The above listed and aforementioned challenges overcome by dialogue with relevant institutions and agencies to get the necessary information that is need for the study. In addition, the respondents were made  to know that the purpose of the study was enhance further study lies not  for money making avenue or profit oriented endure, they were therefore encourage to offer their contrition willingly without expecting financial gains.
