lacks of enough resources for moving out useful disposal of refuse create some
problem for the sanitary workers and the health personnel in the Local

CHAPTER ONE
Introduction
Environmental
sanitation means the improvement and maintenance of standard of cleanliness in
all aspect of our environment. A clean
environment will always remain a sign of good and healthy living of a people:
hence the saying that cleanliness is the next thing to Godliness and health is
wealth.
Environmental
sanitation is therefore the control of those elements in man’s physical
surrounding which is neglected could affect health adversely.
These
elements are: accumulation of waste; improper drainage; refuse heaps; pollution
of any kind (industrial and domestic): and any growth of weeds or wild bush
that can harbour dangerous animals and reptiles around our dwelling places.
Environment
is formed by the physical condition which surrounds a man from infancy to old
age. The forces of nature: climate,
man’s social and economic activities, his food and drink, the increase in
population and the movement of the population from the rural into urban centres
of the country, all have intensified environmental difficulties of man. Since healthy environment differs from
community to community and from state to state, disease have no boundaries.
Environmental
sanitation is strictly enforced as a means of preventive health care delivery
system. To this end, an Environmental
sanitation Board is usually set up to monitor sanitation activities. Its functions covers the area of refuse
disposal, controlled dumping, drainage of surface water likely to the den of
mosquitoes, prevention and control of diseases.
There is also a sanitary health regulation, since sanitation is basic to
community existence. It is
understandable that the pioneers in public health care gives primary attention
to cleanliness, water supply waste disposal and food supply system.
Therefore
health is a state of physical mental, and social well – being.
Background to the Study
Before the
creation of Emure Local Government Area of Ekiti State was under Emure Local
Government Area of Ekiti State with Emure as the headquaters. It was in 1986 that Emure Local Government
Area of Ekiti State was created.
The origin
of environmental sanitation cannot be precisely dated, but people had been
working on communal basis to clean the surrounds of dwelling places.
However,
the military administration headed by General Mohammed Buhari/Idiagbon realized
that indiscipline was the major factor working against the health living of
Nigerians.
The
Government was convinced that there was no future for the nation unless the
people accepted discipline as a way of life at personal, co-operate and
institution levels.
Consequently,
“War Against Indiscipline”
(WAI) was
launched on March 20th
1984 to clean their surroundings, so that it will prevent the out
break of diseases in our environment.
The idea subsequently led to the formation of Environmental sanitation
Task Force on July 29th,
1985. The task Force was empowered to see to the cleanliness of the
environment through or by organizing Environmental sanitation.
Consequently
W.A.I. Brigade was instituted to ensure the realization of the aims and
objectives of Environmental sanitation programme in Nigeria.
To be more
effective, sanitation exercise was carried out at the last Saturday of every
month between the hours of 7 O’ clocks and 10 O’ clocks in the morning. This last Saturday of every month has been
gasted “Environmental Sanitation Day” by Federal Government Decree of 1985.
Statement of the Problem
It has been
observed a healthy nation is a wealthy nation.
“However, people viewed Environmental Sanitation as waste of time while
other people viewed it as a compulsory programme for health.
They
believed that environmental sanitation would disturb them in their normal
duties especially in Emure
Local Government Area of Ekiti State, where majority of the people are farmers
who have to go to other farms, so also are traders who are always eager to
catch early buyers.
These are some of the reasons why
people don’t co-operate with the government to make the Environmental
Sanitation more effective in Emure Local Government.
Purpose of the Study
The purpose of the study is to
examine the effect of environmental sanitation peoples health and also examine
ways and method through which this exercise is financed and maintained the
important of environmental sanitation on people living condition in Emure Local
Government Area of Ekiti State.
Research Question
1)
Is
there any different between environmental education and cleanliness?
2)
Is there any relationship between cleanness’ and
health?
3)
Is environmental sanitation contributes to cleanliness
and good human condition in Emure Local Government Area of Ekiti State.
Research Hypothesis
1)
There
is no significant different between the concept of environmental sanitation and
cleanliness.
2)
There is no significant relationship between
environmental sanitation and the people of Emure Local Government Area of Ekiti State.
3)
There
is no significant different between cleanliness and good health condition of
people.
Significance of the Study
This study will help to identify ways
of improving the environmental sanitation of the people in Emure Local
Government Area.
Another major importance of this
study is that, it will help to explain clearly usefulness of environmental
sanitation to the general populace.
Scope of Study
Although the researcher recognized
other public health but limited his study to the selected Environmental
sanitation in Emure Local Government Area as a case study.
This is because no researcher can
treat all the services needs in the area with in the limited time and under a
research of this type.
It should be noted that all the
contributing factors that hinders the researcher from carrying out the research
work into detail include finance, attitude of the people to research work of
this type based on their ignorance and lukewarm attitude to the importance of
research findings.
