There was established and framework of Idris which contaminated in the 1976 reform.  In no doubt was the first of it kind that brings uniformity to the structure establishment composition refuse and functions in local government in federation.
As Adamolekun has observed “what distinguished th e1976 local government re-form all previous reform exercised.  In the country is the formed and evenuivoced recognition of local government with definite boundaries clearly stated function and precision for adequate human and financial resources.
The gratsorge of interest in the local government and desire to make it as much as possible gave institution playing its own district past within the federation in such as place to it in 1979 constitution.
Local government is entrained in the constitution and its system is governed and according to the government of cosy state shall ensure the existence under the law.
Thus for the first time, we were writing into our constitution, the third tier of government.  It is revolutionary tranced which reform local government from the exclusive ambit of the state government and attempt to give its own place where it can be stands.
Actually before 1979 to 1983 there was most of the constitution where some state government councils which is against the provision of 1979 constitution.
The Dansuki report of 1988 also make a mile stone in the history at local government as the federation, it laid analysis on local Government administration reforms had taken place since the time of to date including the report of exparts on the reform of basic document on the local government in Nigeria constitutional in October 1991 and the report of Technical committee under the chairmanship of professor Nwosu.  However most of the committee recommended full participating democracy in the local government and recommend on their I.G.R the effective ways of managing local Government resources, most of the Technical committee also recommended of discipline and effective control of local Government administration through a standard.
